Proof of address

What is an accepted proof of address for PayPal? Recently my wife's PayPal has been blocked because she was asked to provide a proof of address. Unfortunately, she only has a bank account registered in her name and the bank statement containing her name and address has been rejected by PayPal as a proof of address.

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill

Well, it was a bank statement dated September 23rd. Well within the three months range. She has no other utility bills in her name.
