What you could do is to try Twitter @AskPayPal. Althought I can't really say they will care. We've had a similar problem, they initially replied to us saying they'll give an update but there's been no reply ever since.

Call them <removed> in the UK or use Twitter @AskPayPal Edit: PayPal has apparently removed the phone number from this post. The concrete phone numbers (different per country) can be seen if you navigate to Help > Contact Us > Call Us.

What is an accepted proof of address for PayPal? Recently my wife's PayPal has been blocked because she was asked to provide a proof of address. Unfortunately, she only has a bank account registered in her name and the bank statement containing her name and address has been rejected by PayPal as a proof of address.
