Problems with creating button, merchant account on the sandbox.

I'm trying to test a button.  I log into the sandbox, set up a payer and payee, select the payee and click on "enter sandbox test site"  I wander over to merchant services and select a "buy now" button.  From the messages I see I can't really do anything with the button unless I upgrade to premier or business class.  When I attempt to do that I get an error saying an error has occurred after entering all the information.  The error is repeated in about 7 different languages and suggest I try again later.  That didn't work.

 

So how do I test a button in the sandbox?

I would suggest you call PayPal directly and speak to the Technical Support team in regards to the errors you are getting. You can also hop on over to the PayPal Developer Forum or Developer Website and see if you can get help with this question. I hope this helps.
