Unreliable button processing through Heroku

Using Web Payments Standard and creating a form button through PayPal's merchant services, I placed the "Buy Now" button on a test website server. This button functioned properly everytime it was used. After I moved the same button form to Heroku, a cloud platform as a service (PaaS), its functionality became unreliable. Sometimes it takes the user to the confirmation page to complete the order and other times it redirects the user to the generic PayPal homepage without any relations being made to the transfer. This bug seems to occur without a specific pattern and will crop up regardless of browser (tested on updated Chrome, Firefox, Opera). Any advice is appreciated.
