Information about Customs/Taxes when shipping from US to Canada

I recently shipped a package from Dallas, TX to Toronto. When I went to the PO, they stuck the customs form on it and asked for me to declare the value. This was my first package to ship to Canada, and I realized then after reading on different forums, that my buyer may be subject to paying exhorbitant fees/taxes and the package could be held by CanadaPost? Can you please please please give me more information on this, and if this is the case, why Paypal doesn't prompt for this when creating a link in Merchant Services-Shipping options?

Please, do not declare more than the value of the transaction. I have bought item from international seller and the value on the custom declaration was many time the value of ebay transaction. I was hit with the heavy customs/taxes...

 

This isn't fair to the buyer ans I don't see why people declare more than the value of the product on the custom papers.
