"Reminder about important security upgrades."

Twice now I've gotten this same email from <removed> (I seem to remember warnings this isn't legitimate Paypal, but my memory's foggy), saying I've got to perform a security update called "TLS 1.2 and HTTP/1.1 Upgrade - Complete by June 2018". I have no idea what it's asking for, and frankly the entire thing feels very sketchy. Is this on the level or should I just ignore this? Obviously I don't want to lose use of my paypal, but I'm at a real loss as to what it's potentially asking me to rectify.

I received this email as well, and honestly, I don't even understand what it is they are asking me to do.  So here I am, trying to figure out if it's even legit.

My anti-virus (Avast) has a conniption every time I try to get to https://www.paypal-notice.com/en/ or any related pages for more information. It blocks it entirely. If I turn Avast itself off, the website tracking system add-on (also Avast) I had enabled on Firefox freaked out, telling me it's a phishing site, with negative reviews, and I was potentially harming my computer.

 

Anyone know why this particular site is triggering the malware/phishing detection?   thanks in advance.

That sites certificate is signed by PayPal and the certificate is valid.
