What should I do when a customer falsely claiming to cancel an order?

A customer contacted me about how to cancel an order( after 12 hours of placing it). I emailed her to cancel an order you have to email us after 12 hours of placing an order and according to our policies, we have sent it to production so we can't cancel it. And she emailed us that she canceled it after 10 min of placing it. But to cancel an order one has to email us to cancel an order but she didn't. She is lying. What should I do? Should I report this as a dispute to Paypal? Because few customers did this they take the product and then charged me back. And PayPal did nothing in this.
