Lack of protection for sellers

Hello. I sold an item by Ebay. And after buyer received the item at the address registered in his account and signed the delivery himself, he asked to cancel his payment at his bank. So PayPal withheld my payment and said that they will only return it to me if the bank returns the payment to PayPal. Is this right? Shouldn't PayPal protect buyers from situations like this? Why should I lose my payment if the item was delivered correctly and I proved it through the tracking number?
