After I responded to an open case, PayPal charged me with a chargeback fee, which I did not request or expect. However, the issue with the buyer was resolved, and now I wish to cancel the chargeback fee/be refunded for the $20. How do I do this? I want to resolve the case and refund the buyer, but I don't want this fee.

A chargeback is not a paypal dispute, it means the buyer has filed directly via the credit card that they used when paying via paypal.
So the card company makes all the decisions and not paypal and the card company charges you their processing fee.
Advice is voluntary.
