I inadvertently send a refund to Hong Kong, I emailed the costumer about my mistake imidiadly but got no answer. That happened three weeks ago and my emails since than are not answerd. I am a 90 year old hearing impaired male and can't call Paypal. I need the money. Please can anyone advice me.

Unfortunately, once you issued a refund from within the original transaction, it can't be rescinded.
However, if you sent refund as a goods and services payment, you may dispute it by opening a dialog with the recipient from the resolution center. If they don't respond to the dispute, escalate to PayPal claim to get PayPal involved.
If you sent refund as a personal payment, there is no refund.
