First Timer, bad experience

Hello,

I created an account so I could sell used wrenches. I sent the wrenches, (06/29/21) to a buyer who paid and, according to him, and UPS, he received them on 07/01/21. PayPal put the funds on hold. I went to the Resolution Center and additionally added the UPS tracking #. Still the funds were on hold. I filed the case and PayPal denied it. I have checked my accounts and have not received payment. Called the help line and could not reach a person. Any help would be appreciated.
