It is safe to use PayPal but you have to also be vigilant/the last line of defense as well because anyone open up shop and sell anything or nothing nowadays. Do a search on the shop for reviews and look at their store policies, "about us" and "contact" pages, where they ship from and sometimes its a case of too good to be true and use your gut instincts. Get acquainted with the buyer and seller protection programs to get the best results and realize that it is not 100% guarantee, it has its limitations and effectiveness depending on certain circumstances. If you received something not as described, file a dispute. PayPal provides return shipping reimbursement on the Offers page of our accounts that we can sign up for. Of course, there are still loopholes some devious sellers and buyers can exploit even on returns but you just have to report any abuse of the protections to PayPal to get a human to review the case as automated system may make errors. And one also have to ask oneself how much they are willing to risk on any given purchase because it is when buying online. If you don't want to risk it, stick to tried and true shops.
