Every time I attempt to connect my account it sends the "Something went wrong! Try again later" message and it's been happening for over a week now. I have money I can't even send to my card now because of it.

I do understand that you're facing issues with your PayPal account. Please try the troubleshooting steps such as clearing the cache and cookies or by using a different browser or device and try again at later time. If the issue persists, please reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page to get help with your issue. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).
