Problem adding users to business account

I added two users to the team. They are unable to complete their initial login. Error says "some of the info is incorrect". I've tried resetting passwords. No luck. They each have personal PayPal accounts could this be an issue? I have a personal account and I had no problem gaining access. Anyone have similar issues?
