Hello. Read the question carefully. It is clearly written in the question – for a Russian. PayPal has blocked the accounts of Russians. Now I can't delete all the money from my balance to close the account. And since 1.09.2024 PayPal introduces an account maintenance fee of $40, with $0.3 left in the account (which I can't get rid of). I hope my English is clear to you.

You should still be able to withdraw funds from a Russian account but only if you already have a linked and confirmed bank account on your paypal account. I don't think you can do anything like 'add' a card or bank account now.

If you can't withdraw the funds then unfortunately you can't close the account either, Paypal limited the accounts so I don't think you can close them regardless of a positive account balance.

Also not sure if they charge inactivity fees on limited accounts???

I had a bank account linked, which I used for many years, but PayPal untied it on its own, without notification, and does not allow me to link it back. I tried to transfer my balance to a charity, but PayPal didn't let me do it either.

Well, the information that I will be charged $ 40 for account maintenance, such a notification was sent to all Russians who have at least a cent in their account. And they all have the same situation as me – the bank card is disconnected from the account, they cannot withdraw the balances, they cannot close the PayPal account, they are threatened with a payment of $ 40.

This is the trap PayPal made for Russians.

P.S. Also, something about $ 10 disappeared from the account, the amount is small for me, but the fact itself is very unpleasant.
