I tried to transfer my balance to a charity, but PayPal didn't let me do it either. Well, the information that I will be charged $ 40 for account maintenance, such a notification was sent to all Russians who have at least a cent in their account. And they all have the same situation as me – the bank card is disconnected from the account, they cannot withdraw the balances, they cannot close the PayPal account, they are threatened with a payment of $ 40. This is the trap PayPal made for Russians. P.S. Also, something about $ 10 disappeared from the account, the amount is small for me, but the fact itself is very unpleasant.
