Forgot password but no Quick Security Check after

I made this new account because I can't access my other account. I changed the password yesterday but unfortunately, I forgot my new password.

I know my email and phone number but the Quick Security Check won't pop up after I click the Forgot Password?

How can I recover my account using my email and phone? It does not send verification code in either.
