Closing account, balance remaining. Fee

I need to close an account, there's balance remaining, but I won't be able to zero it.
How do I close it?

You can't close an account with a positive or negative balance unfortunately. Also you can't 'use' a paypal account in Russia.

This is exactly my problem. I don't want it to exist and have the "maintanence" fee, that has just dropped, be applied by PayPal.
I don't want to be in debt out of nowhere.

that Support page doesn't have any 'Ask a question' button.   It's a useless link.

Then you didn't read it correctly and go to contact for all the options available in your country.

Link has been used successfully for thousands of folks so strange you can't !
