I am sorry to know that you would like to close the account however, having issues during the process. It seems that you could be experiencing one of our security measures. I would suggest you disconnect from your Internet provider and after 60 seconds reconnect as it might have something to do with the IP address allocated by your Internet provider. Please make sure you are logging from a secure location and avoid using any VPN’s or Proxy Servers. If the issue still persist, you can contact the team by clicking the "Contact us" option at the bottom of PayPal page. Support is also available through Facebook by sending PM, Twitter and Instagram on DM.
