Can't close account due technical error

I want to close my account because for some unknown reason paypal puts my account on debt over and over again but I paid all my stuff now I want to close the account and it says can't close account due technical errors

Do you have any limitations on your account? If so then you would not be able to close it until they are resolved.

ok then if no limitations + no negative or positive balance then I suggest you contact customer services and ask them to close it for you?
