Apparently my new email address is linked to another account but it isn't

I am trying to add my new business email address to my old business account so I can then use it as my primary email address but I am being told its already in use. This can't be possible as i've only just created it. I've called Paypal with no help 😞 Please help. I can't launch my new business until this is sorted.

Email addresses can be recycled so you could be using one that was previously linked to an old paypal account?

Check with customer services and see if they can locate it.
