Failed withdrawal

Hello Everyone,

I have recently created a personal account with Paypal and received a payment from one of my friend. I am not able to withdraw this amount to my registered Debit card (Visa Card) issued from SAB Bank-Saudi Arabia.  When i contacted Paypal customer , " they have informed that this transaction is declined from the bank". But when i contacted the bank, " they have informed this is the error from Paypal ". I actually trapped in between and not able to resolve this matter. I would really appreciate if anyone could provide guidance on priority.

 To see the transfer method that is available in your country, log in to your PayPal account and click Transfer money in your wallet page. Eligible cards will be shown to you on the withdrawal page.

I have already linked my Visa card ( Debit card issued from local bank here in Saudi Arabia) to my PayPal account. But whenever i am trying to withdraw the amount to my debit card, transaction is getting failed. I have already verified this card through recommended procedures.

May have to be a credit visa in your country and not a debit visa?
