Account Permanantly Limited, told to make new account over the phone with support.

After submitting my ID for verification, my account was hit with permanent limitations. I am assuming this is because I made this account when I was 13 years old and that would put me in violation with TOS. I called and asked support if there was a way I could make a new account now that I am over the age of 18, and they told me they would send it to the back office. After waiting two weeks for a response, I never received an email regarding their response, so I then called support again. They told me the back office would keep my account limited, but I could make a new account under a new email if I still need to use Paypal. I am just confused about if I can do that without being limited again.

If they have said you can open a new account now you are 18 then you can !!
