I get this message "Sorry, we couldn't confirm it's you" when I try to log in to my account. Despite the fact that I can prove that I have an account.

me too i have the same problem and all my infos its correct my email phone number but i can't and always get this message **we couldn't confirm it's you**

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
Secondly have you verified your paypal account (this is country dependent so go click on help top of page > verify).

Lastly have you completed your profile in your paypal account with your legal name and all details.
