Business accounts can also accept friends and family (personal) payments too it just depends whether the sender used the friends and family option when they sent money or if the friends and family option is even available to the sender based on their region.
Even if you downgraded to personal account if the sender did the same thing you will still pay a transaction fee if the sender didn’t use the friends and family option or the friends and family option is not available to them in their region.
But to downgrade, you have to contact PayPal customer service:
