can't login to my business paypal with 2-step google auth (PC, chrome).

I opened a business account a week ago in paypal finland. all was working well and I added 2-step.
this morning I try to log in and enter the 2-step. it says I can't login. I went back and changed my password (askes me two questions) and then re-try 2-step. no go:
We're sorry, we can't log you in. Contact customer service for more help, or try logging in again.
after I set up 2-step authentication to my paypal business account, it shows as "PAYPAL: my phone number" in google's authenticator. this is diiferent to my personal paypal account which shows as "PAYPAL: my private mail". is this relevant to the problem?
I have rebooted the PC. I access paypal with chrome browser.
AND: CAN I STRONGLY SUGGEST FIRST CHECKING FOR ERRORS IN THIS WEB FORM BEFORE PUSHING THE PERSON (ME) TO REPEATEDLY DO RE-CAPTCHA...

I am sorry to know that you're unable to access your PayPal account. I know how important it is to have your account running smoothly. Based on the information that you have shared, if you are doing any of these tasks, I recommend you to try some troubleshooting steps such as clearing cache and cookies and try a new browser or switch to another device, most likely a computer, to see if it works.
If you've tried the above methods and are still having problems, I'd recommend contacting our Customer Support teams by clicking "Contact" at the bottom of any PayPal page for more assistance. Support is also available through Facebook private messages or Twitter direct messages.
