What do I do when PayPal refuses to close my account?

I'm trying to close my account because of PayPal's terrible new AUP where they have decided they can fine you for wrongthink, but the close-account workflow is suddenly broken. Is there some way to force them to close my account?

The best you can do is to delete all tour bank cards first.

Did that, then it said I had to add a card before I could close my account??  Unacceptable, I have no pending transactions, no reason for them to not allow me to close my account.  They claim I am owed money, I am not - trust me I would know!

Same here. Somehow I have a measly amount of money in my account (less than $3) therefore they won't cancel.

So, I try to withdraw the money by check through the mail and it takes me to a screen where I must enter a bank account number. If they are going to mail me a check then I shouldn't need to enter bank account info.

They have made it impossible to cancel my account without handing over information that I don't want to give them.
