The Quick Security Check page does not work. The value click field turns half-blue and nothing works to send the SMS. Tried several browsers -- and why would we have to use 2 or 3 browsers to do separate functions within Paypal? And this security check comes up AFTER the authenticator check passed.
And somebody needs to get a 2 year old to test this function as well. Have ONE way to ask a question. Remove the Ask the Community field.
It sounds like you are stuck in a loop and you shouldn't need to load lots of different pages open. I am sure you have probably tried this already but I would recommend that you try clearing your cookies and cache and temporary files to see if that helps. The steps to do this are different depending on your browser but if you click up in the right hand corner of your browser you should get an option to view your history and that should guide you from there.
