Same issue here, impossible to opt out. I've filed complaints with the FCC, FTC, and BBB (yes I know BBB isn't a government agency but I've had good results with them in the past), hoping for improvement soon. If enough people file complaints hopefully there can be some resolution.

I like your approach with filing complaints with the FTC etc. I think I'll be going that route. I filed my FTC report here - choose option 'something else' then describe that PayPal is still sending you marketing emails (sent from email address '[removed]') even though you are opted out of ALL of their communications: <A href=" https://reportfraud.ftc.gov/#/assistant" target="_blank"> https://reportfraud.ftc.gov/#/assistant</A>
