Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Hello Paypay staff! There is an English term used in IT to describe webpages that make actions like closing an account or un-subscription difficult for their users on purpose. I have forgotten this word but I'm sure you know it well.

I'm permanently closing my email that I've registered this account with and your stupid undescriptive message:

Before you close your account… There's something that needs to be resolved. Please contact customer service, and we'll help you with it.

is preventing me from closing my Paypal.

After wasting 20 minutes on my time that I will never get back I have concluded that it is far more easy to spam things like these and get the account banned from your side than doing it the "legitimate way".

Edit: It's called 'Dark Patterns'. Your dark patterns made it difficult for me to close the account to the point where doing this is easier.
