Paypal does not recognize phone #

I was trying to log in from a new location to complete a purchase, same computer (Win 11) same browser, etc. Got the 'where to send code' box. Checked text, entered phone # associated with account (same one for the last 10 years) got message "PayPal does not recognize this type of phone number". Say what??? Repeated, just picked call me instead. Same message. Finally picked the app. Got in.
What is going on? It's the same phone number that I have on record with them. They've had it forever. It's a mobile phone. I just don't get it.

I'm sorry to hear that you have experienced trouble with a recent transaction from different location. It seems that you could be experiencing one of our security measures, these are usually only temporary. I would suggest you to try again and if it still persists, I recommend you to disconnect from your Internet provider and after 60 seconds reconnect as it might have something to do with the IP address allocated by your Internet provider. Please make sure you are logging from a secure location and avoid using any VPNs or Proxy Servers. If you are logging in from a different location than the location where the account was created this may also block the account and the phone number would be with a different country prefix. If the issue still persists you may have to contact our Customer Support by phone through the available contact options on our website.
