PayPal won't accept my documents! Help!

I live with my parents and relatives in a compound that my great grand father owns (I do not own my own house). PayPal won't accept my utilities document (electric bill), because it does not have my name on it.
However, I sent another document (a payment for my motorcycle that was made just last month. It clearly shows my name and my address--the same name and address I used on my PayPal account).
Please help! I need my account!

Proof of identity
The following is a list of acceptable documents you may provide:
- Government issued ID, such as a driver's license or passport
- Employment authorization card
- Permanent resident card
Proof of address
These documents must be dated within the last 3 months to be considered acceptable:
- Current utility bill dated within the last 3 months
- Bank, credit card, or financial statement
- Cell phone bill
Advice is voluntary.
