Opening a paypal account in Qatar but "cannot confirm it's you"

Hello, I'm opening a paypal account from Qatar however when I try to log in it asks me to change my passsword then says "sorry we cannot confirm it's you" I tried to contact the UK number provided however they said they cannot help with this issue. How can I resolve this?
any help would be appreciated!

I am sorry to hear you are having issues accessing your PayPal account. I know this must be frustrating. For secuirty reasons, access issues must be resolved with our Customer Support directly.
To contact us, simply click here. Then click on Password and access issues, then Login problems. There you will be able to contact our Customer Support without logging in.
