I updated my address to my P.O. Box address on my pay pal account. I want my new Mastercard debit card to be sent to my P.O. Box, this can be done with an override of the pay pal system by a higher up . It was also explained to me the steps myself and an account specialist will take to make this happen. It’s all in the messenger center. I explained: ON THE BACK OF MY NEW YORK STATE ADDRESS CONSTANTLY PROGRAM PARTICIPANT IDENTIFICATION CARD IT STATES THE FOLLOW: N.Y. EXECUTIVE LAW *** REQUIRES STATE AND LOCAL GOVERNMENT AGENCIES TO USE THE SUBSTITUTE ADDRESS ON THE REVERSE OF THIS CARD WHEN CREATING, MODIFYING OR MAINTAINING AGENCY RECORDS UNLESS AN AGENCY HAS RECEIVED A WAIVER FROM THE SECRETARY OF STATE. THIS ADDRESS SHOULD BE THE ONLY ADDRESS OF RECORD FOR THE ACP PARTICIPANT AND MUST BE USED ON ALL CORRESPONENCE. I asked a PayPal supervisor does PayPal have a waiver from the secretary of state. If so, may I see it. The response was no. No wavier, PayPal has to use my P.O. As we need to edit your address and remove the "PO Box" first for the meantime to get this overridden and that the system will allow us to send a card to your PO Box address. I spoke to a 3rd pay pal debit card dept manger today. 03/23/2023 David said the account specialist provided misinformation. However this is not true. He explained the pay pal system can be overwritten When having a debit card sent to and address he said it can be a friends or family members address. This means it can also be overwritten to use my P.O. Box send my new pay pal debit card. He would not let me explain he kept cutting me off mid sentence he was doing his best to try and get me off the phone or make me mad to hang the phone up. This means as a pay pal manger he is still insisting I use my address to be subjected to be abused physically, mentally, and emotionally again by my abuser. I need this to be resolved asap 03/23/2023 2:20 eastern standard time.

If you carefully read the notice on the back of your card again, it directs state and local government agencies to use the substitute address on back of the card for maintaining agency records and conducting correspondences. This does not apply to companies such as PayPal and is why PayPal does have a waiver. PayPal is not a state and local government agency. Why the agents didn’t point that out to you is puzzling.

You can try this…look up the address of the post office where your P.O. Box is located. You’d want the street address location of your post office, ok? Got it?

Then go to add a new address in PayPal.

Enter only the street address of your post office in the Address 1 field. And put “PO Box ####” on the Address 2 field right under it. Got it?

Then enter the post office’s City, State and zip code.

Click Submit/Save.

If it works, you’d want to save this address as your Primary Address.

Plus, if you have other cards to link to PayPal, this po address has to be the address at your card account too in order for successful linkage to PayPal. The addresses have to match. This will designate your P.O. Box address your “Billing Address” in your PayPal account.

Not convinced yet. It refers to the “agencies”. PayPal is not an agency and not the DFS/NYSDFS. I would agree if it specifically said/included “financial services, fintechs, insurance companies, banks”, etc though, but it don’t.
