Locked out of account with error "Sorry we couldn't confirm it's you"

I am locked out of my account. I had a VOIP phone number connected to my account and wanted to remove it. I tried adding the VOIP number as a second phone number in the account as a home number so I could remove the mobile number, but that caused this error. When I attempt to log in with my email and password, it brings me to a page to verify a mobile phone number, then anything I click shows this error: "Sorry we couldn't confirm it's you".
I cannot start a chat for support because it asks to log in, but I am stuck in an endless loop since it won't let me log in.
I do not have a mobile phone number or any real phone number. I only have access to VOIP phone numbers.
I have more than $100 in my account balance, and desperately need this account back.
It does not make any sense that I can log in on here with no problems, but the main PayPal site refuses to let me log in.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
