I want to disable my name being shown to people when I send them money, because, for example, if I want to hire a freelancer to make some art for me, I do not want them/need them to know my full name.
Not in terms of personal accounts. There has to be a reasonable amount of info exchanged to conduct financial transactions online. Both parties see name and email address. With business accounts, a user may display a business name or alias/handle but use real account holder info because PayPal is a financial instrument, real info has to be used for obvious reasons.
