I am forced to confirm my identity every time on login

Hello,

In the FAQ for the new PSD2 regulations, the following statement is made:

"Most of the time you'll log in or pay with PayPal by entering your email address and your PayPal password as usual. We may sometimes ask you to confirm your identity."

However, I'm being asked for an additional identity confirmation check every time when I log in.

Up until some time ago, I could log in by providing an email address and a password.  Preferably, I'd have that login method back but I understand that the EU wants to make personal decisions in my place.  Instead of that, I could settle for the behavior described in the FAQ (ie, the OCCASIONAL extra confirmation).

I have two-factor authentication disabled.

Does anyone else suffer from this problem?  Can I do something to get the behavior described in the FAQ?

Thanks.
