How to stop businesses from setting up "preapproval"

I want multi-factor authentication for every single purchase made through PayPal, but many businesses automatically force preapproval, without an option to opt out. How do I disable a business's ability to set up preapproved access?

You can’t block preapproval but what you can do is cancel the preapproval after the initial transaction successfully completes. If you cancel a subscription, billing agreement or recurring payment, you will need to pay again to set up a new agreement to authorize the initial payment to the merchant and then after payment completes, you cancel the billing agreement again if you don’t want to automatically preapprove the merchant to debit your PayPal.

Thank you for replying.  I should have indicated that I understood how to cancel a "preapproval" (quoted because I do NOT approve) -- but that is really an unsatisfactory work-around.  What is the point of even offering  multifactor authentication when it is so easily bypassed?  ... but I digress.

The next question then becomes, how to contact the "powers that be" at PayPal to discuss this?  I cannot email - apparently they don't want to engage with customers.   Using Facebook messenger (really?!?) is pointless as the reps (or bots?) can only respond according to their scripts.  The only recourse seems to be this community forum -- and forgive me, but I doubt the efficacy of this as a means of communicating with our benevolent hosts when they have made it so very clear they don't care to be contacted at all by the people who use their service.

I've been using PayPal for over 20 years. The few times I've had to contact them in the past, it was easy.  This time -- well, it has been unpleasant.
