How do I set up a PayPal Balance account with only a school ID?

I don't have a driver's license or passport and I can't get a regular state issued ID because the DMV is all booked up. My bank keeps taking a monthly service fee from me and I've never even had a job so the money they're taking from me is literally my school financial aid, which as you can guess I obviously need. I'm trying to transfer money from my bank to PayPal but I can't even do that because I can't set up a PayPal Balance without ID verification and I don't think they accept a school ID, even though that's all I have. It's worth noting that my bank accepted this ID, as well as proof of residence and such. What should I do?

To Open a PayPal account, you must be over the age of 18, be able to provide your first and last name, address, phone # and email address

 

Once signed up for an account you can start received money right away by simply adding a payment method, like a bank account, debit or credit card

I already have a PayPal account, my question is about making a PayPal BALANCE account to transfer money from my bank to it. To make one you need an ID.

Yes you need i.d. to hold a balance account or receive funds.
