What happened if I downgrade from a business to a personal acct? Will there be a charge? and will I able to withdraw faster the pending payment of my client?

There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.

Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
OR
You could just close your business account (removing all subscriptions / financial info etc first) and open a personal one.

Thank you very much for letting me know this. Yes, I will try to contact them. How about the pending payment from my client? that is actually the reason why I want to downgrade to a personal account because it took too long to wait for the pending payment to be received.

If its a ''pending echeque'' then it means the buyer has funded it from their bank account but as they have no back up card on their account then you and the buyer have to take the wait for it to clear.

Paypal do not take the risk to credit you in advance without a back up card linked.

This would happen regardless of account type.

If however you mean ''on hold'' then it would not matter which account type you had as new sellers are subject to the new seller hold as per link.
