Cannot close account

I tried to close our account due to the recent change in PayPal terms, specifically the $2500.00 fines for 'misinformation'.

We were unable to do so as we received a message stating

'Your account can't be closed. Your account has a negative balance that you’ll need to take care of before you can close your account."

 

We do not have a negative balance right now (Even the PayPal Assistant states we should be able to close the account), and want to close this account out and remove the payment option from our website

My question is why the assistant can provide last transaction but not pending or processing transaction, doesn’t make sense or it’s set up this way. How can I fix it?

I’m having the same problem it says something is pending but will not show me what? If anything pending or processing I should see it because it programmed to.

Funny, I have a zero balance in my PayPal account, and was able to remove both of my bank accounts that fund transactions on PayPal, so there is no way to pay for "pending transactions" that were cited as a reason I can't close my PayPal account, I even checked future activity and there are no transactions found.  I had two subscriptions that were auto-pay but were recently paid so they aren't due until earliest November 22nd, which I cancelled, and still, I cannot close my account.  Seems like some illegal activity going on here, maybe SEC fraud?  Hey PayPal, are you trying to prevent loss of membership to not alarm your shareholders?
