Can't login to change phone number

Hi, so basically I have been getting emails from PayPal every month saying I have funds in an old account. I've tried logging in but it's saying to confirm by text or phone call to the number I no longer have.
I've changed password, tried clicking confirm another way but that brings me back to the call/text option.
I've gone round in circles calling the helpline as it's all automated. I just want to change my phone number. Is there a way that I can speak to a human so that I can explain my issue.
Another thing that is odd is that when I type my old phone number in on the helpline, it says that it doesn't recognise the number, yet that is the number which it is asking for 2 step verification.
The emails are definitely from PayPal so it's not a phishing attempt.
Really if anyone has any ideas, I would be grateful. There must be a way to speak to an actual person?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
