Nationality in paypal terms means the country you are living in.
You can however add a U.S bank to most other countries paypal accounts, this is because paypal is a U.S company and allows their ex-pats to do this.
Also you can go and click on your paypal wallet and 'add' a currency as an accepting currency on your paypal account so that if buyers pay in USD then you receive USD.
Advice is voluntary.
