2nd step verification not receiving code

I am not receiving code during 2nd step verification. Phone number is correct and all data are correct. Through e bay all is working but in this app code is not coming to my phone. Why? Thanks

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
