unable to verify address

Hi, my brother in laws' paypal

needs his address to be verified, unfortunately he is an international student

that does not have

1) a drivers license

2) renting so he does not have utility bills

3) no notice of council rates because he is a tenant

4) no tax assessment 

5) no centrelink benefits because he is international

So what now?

Submit one of the following documents:

• A current Australian or foreign driver's licence or permit (both sides);
• Utility Bill e.g. Electricity, Gas, Water, Landline phone bill (issued within the last three months);
• Notice of Council Rates (issued within the last three months);
• Tax Assessment provided by the Australian Taxation Office (issued within the last twelve months); or
• A Centrelink Statement (issued within the last twelve months).

Is the account an Australian account?

If so I would suggest your brother in-law goes through the contact us link on the account and contacts PayPal specific for Australian PayPal accounts.

If it is a UK account, then a copy of his passport could be sent instead of a driving licence.

Also does he have a rent book or a copy of the rent contrack?

Thanks for the reply.

He does not have a rent contract, and there is like 10 days left until we can verify.

There is absolutely no option we can use to resolve this problem.

Should i try calling up, i doubt they would extend the 45 day limit.
