Hey there, as a financial institution, we have to comply with laws and regulations, including limits on new accounts. There is a sending limit placed on each transaction and an annual sending limit. These limits are there because we have not verified certain information about you.
Our verification process confirms your bank account details, which in turns helps us to prevent fraud such as identity theft. Once you become Verified and we lift the sending limits on your PayPal account you can make unlimited purchases on eBay and other online shops.
To become Verified, log in to your PayPal account and click the 'Get Verified' link on your Account Overview page and follow the on-screen instructions.
@EGLARKIN – I hope the response above clarifies why there are limits on accounts and why we require information from our customers.

Sorry if I am sending this in the wrong section, but I'm new to Pay Pal and am confused with the Bank details they are asking for.
I have just joined Pay Pal today. As I intend paying for any goods bought on e-bay on my credit card, I entered the card details when I set up my Pay Pal account. The system then told me in order to get verification, I had to enter my bank account details, which I did. However it is now asking me to agree to a direct debit, which I do not want - why do they need this please?

Hi PhilB57, the Direct Debit allows you to make payments directly from your bank and it also verifies bank information we cannot do ourselves. It is not a recurring Direct Debit. Having said that, if you really don't want to use your bank for payments once you have verified the account you can remove the bank again, the required verification is done and you are not obliged to keep the Direct Debit mandate open.

But it doesn't explain why you take 15 days to check the documents. Are you chronically understaffed? Do you pay peanuts and employ monkeys?
