Please help as I cant verify my account

I have tried to verify my account and paypal say that my card/bank account is assigned to another account which I have never authorised, How do I resolve this please. Many thanks

I already have a account but i have just tried to pay with my card it just keeps coming up with "already assigned to another account"just want to know why.

I set up a paypal account a few years back and no longer use the email or passwords for it. As I had my email hacked a while back I decided to set up a new email and password.
The problem is I had verified my bank account on the paypal account affiliated with the old email, that is not used by myself and I have now set up a new account. What do I do as I have only one bank account?

I WAS PREVIOUSLY REGISTERED WITH PAYPAL WHEN WITH ANOTHER BROADBAND PROVIDER AND WITH A DIFFERENT EMAIL ADDRESS SOME MONTHS AGO. HOWEVER, I BELIEVE MY PAYPAL DETAILS ARE STILL WITH MY SAME BANK. DO I HAVE TO PROVIDE MY BANK DETAILS AGAIN? AND IF SO AT WHAT POINT DURING THIS RE-APPLICATION?

i am using the same card i have always used to pay for my bought items. i have used paypal recently on my new email address the transaction went through without any problems. I do not understand why i am have problems withthis transaction today. can you help me resolve it?
