Paypal Reference Code 640

Hey,

Does anyone know what Reference Code 640 means in terms of a Paypal Working Capital application?

I'm getting a decline, but I've been told different stories by the team who deal with it at paypal depending on who I get on the phone and what mood they're in, apparently. Most seem to think that I'm applying too early and need to wait another couple of days (having repaid previous one on Thursday), some disagreed. 

I find it hard to believe that they have these codes and there isn't someone who knows exactly what it means - why else give them out?!

Anyone come across this before?

Happened to us, this would have been our 3rd loan. Got told the same that the codes are "meaningless". They can't be meaningless as people get different codes, I just don't think they know. We paid off quite a large sum, have heard that can cause issues. Almost everyone here and in US that has ran in to this problem seems to be going for their 3rd WC.

Went to the bank instead. Got much better terms and repayments. It wasn't a dodgy computer making the decision either.
