Cannot Add Bank account/Link Bank

I am trying to add my bank account to allow me to make payments directly from my bank account however I am experiencing problems with this.

The following message always appears after I enter my bank details:

The PayPal server is currently experiencing some difficulties. Please try again later or contact Customer Service.

I have tried numerous times but this message still keeps popping up. 

How can I solve this?

I'm having the same issue I can't link my bank card to my Paypal account is this a system error or could anybody help please it would be appreciated

Hi, Ive been having the same problem for days now, and am having zero luck in getting a reply from Paypal... This happened a few weeks ago aswell, I had to send money via paypal to a friend whos bank is verified and they sent me the money via the bank... its all so much hassle, If any one finds out or knows why we are not being allowed to link our bank accounts please do tell us, youll be doing more than the paypal people have in a month! many thanks!
