Can't make a payment (Limited Access)

I keep getting the above message whilst trying to make a payment of just over £3.00. What should I do?

I'm the same. States my account is limited, says "Click here to learn how you can resolve it" and it takes me to the resolution centre where it provides me with no further information. Paypal won't let me make payments anywhere for any amount. Bloody useless.
